CONSTITUTION AND BYLAWS FOR THE
FRENCH RINGERS CLUB


ARTICLE I

The name of the club will be FRENCH RINGERS CLUB and shall be known as such.

ARTICLE II

The objectives of the Club shall be:

  1. The promotion of working dogs for ring sport, police work, and personal protection of the family.
  2. Support the movements that demonstrate the advantages of ring sport training.
  3. Support and organize trials for ring sport under the rules of the North American Ring Association or United States MondioRing Association and all of it's endeavors.
  4. Support the use of dogs for police departments.
  5. To educate the public about ring sport, police, and family protection dog training.

ARTICLE III

All dues, levies, and other income shall be dispersed to promote the objectives of this club, along with associated social activities.  The steward of the dues will be the Club President.  

ARTICLE IV

This club may be dissolved, at any time, by a written notice to the North American Ring Association or United States MondioRing Association.

ARTICLE V

MEMBERSHIP: The club shall consist of three types of members:

1. ACTIVE MEMBERS:

There will be a 6 month probation period. All active members must also be members of the United States MondioRing Association.

To remain an active member in good standing, all members must attend at least 75% of the weekly work sessions and be up to date on all dues and special levies.

Active members must work as a team with the other members or their membership will be terminated with no refunds. They will only receive 2 warnings!

All new members will be on probation for 6 months. At which time the membership will vote to accept them as a full member.

2. HONORARY MEMBERS:

These members may be elected, at large, from those who have rendered valuable services to the club or the police dog movement. They are not entitled to vote or hold office.

3. ASSOCIATE MEMBERS:

For those people that would like to learn about ring sport or learn to do ring decoy work but cannot attend regularly or cannot meet the 75% attendance, or for those who would like to learn about ring sport to start their own club.

Associate members will pay the full dues and levies but cannot vote or hold office. They can attend class, seminars, and trials held by the club, just as the active members do.

RESIGNATION

Any member may resign, at any time, and may be deleted from the membership upon receipt of resignation, in writing, to the Secretary.

SUSPENSION

  1. Any member may be suspended by a ¾ vote of the Board of Directors or automatically at the discretion of the President.
  2. Any member under suspension shall not be entitled to vote or participate in training sessions.
  3. Any member under suspension for 4 months shall be expelled from the membership automatically.

ARTICLE VI

DUES AND LEVIES: The membership may approve, by majority vote, the collection of new dues and special, equal levies against the membership to meet the expenses of the club. Dues and special levies, once paid, are non-refundable.

1. Any member whose dues and/or levies remain unpaid one month after the due date shall be notified in writing by the Secretary. If the said dues/levies remain unpaid for another thirty days, the member will be automatically suspended.

ARTICLE VII

CHARGES FOR MISCONDUCT: Any member may prefer charges against another member for alleged misconduct, prejudicial to the interests of the club. Written charges, with specifications, must be preferred in duplicate and forwarded to the Secretary with a deposit of $25.00 which shall be forfeited if such charges are not sustained. All charges will be heard in front of the board of directors only. The board shall find, suspend, or expel from the club or take such measures as may be deemed advisable. If the charges are proven to be satisfactory to the board, the accused member must be allowed to present his case to the board. Any member against whom charges have been filed, may, by a ¾ vote of the board, be suspended for a period not to exceed 60 days or expelled from the membership.

ARTICLE VIII

GOVERNMENT

The control and management of the affairs of the club shall be vested in the President, Vice President, Secretary, Public Relations Secretary, and Events Manager ( Club Officers ).

The Board of Directors shall consist of:

A. President

B. Vice President

C. Secretary

D. Public Relations Secretary

E. Events Manager

Regular meetings of the board shall be called by the President, at least quarterly. Board meetings may precede or follow the regular general membership meetings.

Special meetings may be called by the President or 2 directors, acting in concert.

A majority of the directors in office, being present, shall constitute a quorum to conduct regular business. The board shall have the power to fill any vacancy that may occur between terms in office, except that of President.  All issues presented to the FRC Board of Directors for a Vote must be Approved or Vetoed by the President.

The secretary shall keep minutes of all board meetings which shall be made available to any member at any time.

The board shall have the power to appoint committees and assistant officers as needed from amongst the membership.

ARTICLE IX

OFFICERS AND THEIR RESPONSIBILITIES

PRESIDENT. The President shall preside at all meetings and act as the Chief Executive of the Club. He/She shall be a member of all committees.  He will be in charge of stewartship of all dues and the payment of the Club's fixed bill's.

VICE PRESIDENT. Shall, in the absence of the President, perform all the duties of the President.   Except Approve or veto any votes.  He is the second highest ranking officer of the Club. 

SECRETARY. The Secretary shall have charge of all correspondence, keep the records and roll of the members, the minutes of the meetings, board meetings, and election results, and the maintenance of the FRC website.

PUBLIC RELATIONS SECRETARY. Shall, be in charge of Press releases, and will act as spokesperson for the Club.  He/She will be in charge of promotions and sponsorship of Club Events.  He/She must report to the board 3 months before and 2 weeks before an event.  Shall also try to help the FRC to raise funds to cover the expenses of our events.

EVENTS MANAGER. Is responsible for the running of the events. (#1.assigning:  2- Trial Ring Stewarts to be in charge of setting all the jumps for the handlers and to be in charge of the throwing of the food for the food refusal exercises and to be in charge of the baton and  loading the revolver for the Trial Decoys.  #2.  Assigning a Club member in charge of marking the field with the Trial Judge.  #3. Assigning a Club member to buy the food  for the food refusal.  #4.  Assigning and supervising the score keepers during all Trials.)

ARTICLE X

CONSTITUTIONAL AMENDMENTS

The Constitution and bylaws may be amended, altered, or repealed by a 2/3 vote of the active members in good standing.

Any proposed changes in the Constitution and bylaws shall be formally read at the monthly meeting preceding the meeting at which the actual voting will take place and shall appear in the minutes of the meeting.

Any bylaw changes voted on by the club must be submitted to the President for final approval or veto.

ARTICLE XI

TRAINING DIRECTOR

A Training Director shall be appointed for an indefinite term by the Board of Directors. He/She shall fulfill all the requirements to maintain a successful training program. He/She shall be in charge of all club activities at the training grounds, during normal training sessions. He/She shall be a member of the club.

DECOYS

The Training Director will have complete control of the decoys and all the decoys must agree to abide by the training directors training program, methods, and decisions. All decoys are training decoys and they are there to help the dogs and the handlers. The trial decoy will be determined by the SCC certification program according to the SCC rules and regulations.
